WEDNESDAY, NOVEMBER 28, 2001 The Tulalip Tribes of Washington are expanding development plans, including a possible ice rink, said the tribes' executive director of government affairs.. John McCoy said a hotel and conventionc center, a shopping complex, a water park and an miniamphitheater are under consideration. An ice rink has been proposed by the city of Everett as well.
