For Nebraska state Sen. DiAnn Schimek, realizing that gaming on reservations was about sovereignty and not about gambling wasn't immediate. But even though it took her so long to "get it," she has emerged as the Legislature's strongest voice for tribal casinos.

Schimek for the past three years has fought an uphill battle to convince her colleagues to come to the same understanding. And even though she is closer now than before, her effort has its detractors.
