Memo shows Enron manipulated market

Federal regulators investigating Enron on Monday released two documents showing how the bankrupt company manipulated energy markets in California through various techniques.

The memos talk of selling power to markets outside California then back in in order to avoid the state's price caps. A technique called "congestion" created fake bottlenecks on the state's electricity services which Enron would then resolve.

A third memo released suggests the tactics actually helped increase power supplies.
