MONDAY, OCTOBER 8, 2001 Along with bombs over the Afghan skies are packages of food and medicine being dropped to locations near the Pakistan border, the Pentagon said Sunday. Described as containing a picture of a person eating food and carrying a reproduction of an American flag, the aid is part of the dual strategy of "assult and reward" -- as The Washington Post terms it -- being undertaken by U.S. and British forces. American planes are using radio waves to broadcast messages to Afghan citizens, although it is not clear what the message says, what language is being used, or how opponents to the Taliban might help the effort.
