MARCH 7, 2001 President Bush on Tuesday nominated African-American civil rights lawyer Ralph F. Boyd Jr. to head up the Department of Justice's civil rights division. The move is seen as a way for controversial Attorney General John Ashcroft to reach out to African-Americans. Two other African-Americans have been nominated as deputy attorney general and head of the antitrust division. Get the Story:
