President Bush on Monday named Gerald Reynolds, an African-American conservative lawyer, to head the Office of Civil Rights at the Department of Education.

As a former President and current member of the board of the Center for New Black Leadership, Reynolds has frequently attacked affirmative action programs. In 1997, he said quotas and set-asides for minorities in education and the workplace are "exacerbating racial tension in America," as quoted by the New York Times.

The office is in charge of enforcing discrimination laws at the nation's public schools and universities.
