US debating racism conference

Negotiations for the upcoming United Nations World Conference Against Racism have ended with no clear agreement on one of the issues President Bush says would prevent the United States from attending.

Secretary of State Colin Powell will now be deciding within the next week whether to send representatives. Zionism as racism, one of Bush's objections, will not be on the conference agenda but slavery reparations for African nations might be discussed.

The conference begins later this month in South Africa.
