Having learned lessons from the Clinton era, the Bush administration is taking steps to keep its internal workings as private as possible.

The effort has gone so far as to warrant a threat of litigation from the General Accounting Office, the investigative arm of Congress. The GAO wants documents and records about how the Bush administration developed its national energy policy but Vice President Dick Cheney has refused to hand over some information.

The White House says Congress has been conducting far too many "fishing expeditions and endless investigations."
