President Bush will address Congress and the American public tonight at 9PM Eastern Standard Time to explain, in part, why he has deployed dozens of forces to the Persian Gulf, the Indian Ocean and two former Soviet republics.

Called "Operation Infinite Justice," the move is a precursor to what is expected to be the first strike against a long war against terrorism. Afghanistan is seen as the first target because Osama bin Laden, identified as the prime suspect in last week's terrorist attacks, lives and operates there.

But Bush administration officials have cast a wider net on other countries and organizations that support or commit acts of terrorism. Bush tonight is expected to detail at least some of the threat as he rallies the nation.

Meanwhile, the administration continues to gather international support. Pakistan, where ground and air attacks could be coordinated, has been cooperative and President Gen. Pervez Musharraf told his citizens last night that the country must work with the United States or face "grave consequences."
