Spending money from the so-called Social Security "lockbox" won't hurt the federal surplus, Sen. Pete Domenici (R-N.M.), the top-ranking Republican on the Budget Committee said on Thursday.

Despite claims by both Democrats and Republicans, dipping into receipts from Social Security isn't so bad, he said. Economists agree, he added.

A number of top Republicans and Kent Conrad (D-N.D.), chairman of the committee, however, disagree. President Bush also does not want to tap into the funds.

With the federal surplus shrinking and the budget growing, Congress is faced with tapping into the funds anyway.
