ADVANCE: Land-into-trust regulations

THURSDAY, NOVEMBER 8, 2001 The Department of Interior is withdrawing land-into-trust regulations finalized by the Clinton administration. Tribal leaders had urged the Bush administration to uphold the regulations. But Secretary of Interior Gale Norton in March held them back for review. After her examination, she directed Assistant Secretary Neal McCaleb in September to seek comments regarding their withdrawal. A decision document to be published in tomorrow's Federal Register will announce the intent to revoke the regulations. Barring a withdrawal, the rules were to have become effective November 10.
