The White House is still balking at bipartisan requests for Homeland Security Director Tom Ridge to testify before Congress.

Although Ridge sits on the Cabinet, the White House asserts he is a presidential adviser and can't be compelled to appear. Administration officials have offered his participation in private but formal sessions with lawmakers.

Democrats in the Senate are rejecting the offer and have stepped up talk of subpoenaing Ridge. Republicans are also seeking his testimony.
