NOVEMBER 30, 2000 Police Chief Ed Zylstra of Wagner, South Dakota, won't be charged with using excessive force to subdue a homeless Native American woman. Witnesses last month said they watched Zylstra use unnecessary force in trying to arrest Sharon K. Gullikson. She was charged with disorderly conduct and resisting arrest. Get the Story:
