LETTER: Tribe's needs come first

"Why were the Mohegans not required to construct a primary system on their site to mitigate the effluent from the food processing? Why were the Mohegans not required to construct and pay for additional capacity at the treatment plant instead of using up what little the town had left at that time? Why were the Mohegans not required to construct additional treatment facilities at this time to make up for the capacity lost from the original casino? The answer to all these questions can be attributed to a mindset among town and state officials that has led to an unwritten policy: that the needs of the Mohegan Tribe come first; and needs of the town of Montville come second. . ."
