A resolution adopted by the National Congress of American Indians on Thursday pledges support for three Maine tribes engaged in a battle over control of water quality near their reservations.

The Penobscot Nation and two Passamaquoddy Tribes want the Environmental Protection Agency to control the water. But the state wants the authority.

The leaders of the three tribes have been placed into contempt for refusing to turn over documents to the state under Maine's freedom of information act. The leaders say internal tribal documents are not subject to the law.
