THURSDAY, JULY 12, 2001 Backed by Republicans, Secretary of Interior Gale Norton on Wednesday pushed Congress to pass legislation opening up the Arctic National Wildlife Refuge in Alaska to oil and gas development. But Norton is also backing legislation which would go further and make it easier for her to approve drilling on other federal lands. House Democrats are questioning the proposals, saying they offer incentives and tax breaks to energy companies when they don't need them. Get the Story:
