Republicans don't have enough votes to beat Democratic opposition on drilling in the Arctic National Wildlife Refuge, said Sen. Ted Stevens (R-Alaska).

That's not stopping colleague Sen. Frank Murkowski (R-Alaska) from pushing oil and gas development, though. This evening, the Senate will hold a procedural vote that would allow consideration of an energy bill that includes pro-ANWR provisions.

But since 60 votes are needed, Stevens says debate is useless right now.
