Two environmental groups filed a lawsuit in federal court on Thursday, saying a Department of Interior plan to allow oil and gas leasing in southern Utah was done without consulting tribes and without assessing the impact on natural and cultural resources.

The National Resources Defense Council and Southern Utah Wilderness Alliance said the Bureau of Land Management ignored federal law by pushing through leasing as part of President Bush's national energy plan. The land affected is about 10,5000 acres, said an environmentalist.
