A Native American Rights Fund attorney is calling a new directive from Secretary of Interior Gale Norton and her aides a setback for Alaska Native subsistence.

In a letter to the Federal Subsistence Board, Deputy Secretary J. Steven Griles said the makeup of the board might favor rural residents over urban residents, sportsmen and commercial fishers. He is urging the board to review the membership of the councils which advise on subsistence issues.

But because the advisory councils often have strong Native representation, NARF attorney Heather Kendall-Miller said changing the makeup to include non-subsistence residents will be detrimental. Kendall-Miller has handled the landmark Katie John subsistence rights case.
