N.M. tribe makes owl agreement

The Mescalero Apache Nation of New Mexico has finalized an agreement over the management of the Mexican spotted owl.

The tribe's plan will be adopted by the U.S. Fish and Wildlife Service. Under the agreement, there will not be a critical habitat designated for the owl, which is a threatened species.

The no-designation provision will allow the tribe to manage its forests, which are one of its most significant trust assets, and protect the owl's nesting and living grounds.
