Proposal allows dumping in waters

FRIDAY, APRIL 26, 2002 The Bush administration is proposing to allow waste from coal mining to be dumped in waterways. The rules would apply only to rock and dirt, the byproducts of mountaintop mining. Mining companies take the tops off mountains to get to the coal. The rules are being developed by the Environmental Protection Agency and the Army Corps of Engineer, which has existing regulations that prohibit the practice.
