The news that the Bush administration is considering granting legal residency to some 3 million illegal Mexican immigrants has sparked debate and concerns throughout the country.

Mexican President Vicente Fox, with whom Bush has a working relationship stemming from his days as the Governor of Texas, said on Monday he welcomes amnesty for his country's citizens. Fox's administration is working with the White House to consider the proposal.

Some GOP conservatives are angry about granting blanket residency. Congress would have to approve a plan and they are promising to oppose amnesty.

The move is being seen as a way for Bush to gain more support among Hispanic voters. The ending of bombing at Vieques was seen as a nod to the growing Hispanic constituency.
