Federal prosecutors in Nebraska on Friday filed court papers charging that the Santee Sioux Tribe is still operating a casino in violation of state and federal law.

In response to court orders and mounting fines, the tribe removed slot machines from its tiny Ohiya Casino and replaced them with pull-tab machines. The tribe says the pull-tabs are Class II machines and can be operated legally in the state without a gaming compact.

Federal authorities disagree and say the casino is illegal.
