The Seneca Nation tribal council on Saturday approved a gaming compact with the state of New York, moving it closer to final acceptance by tribal members.

A vote by tribal members had been scheduled last fall but it was put off. Some questions, including provisions allowing unionization, have been raised about the deal, which some members see as signing away sovereignty.

The compact calls for the tribe to open three casinos, including one off-reservation.
