Supporters of gaming on Nebraska's reservations expressed shock and disbelief at the rejection of a proposed constitutional amendment by the Legislature on Wednesday.

In a second round vote, lawmakers killed the measure 26-20. Casinos within "buffer zones" near the state's borders were also part of the proposal.

Tribes are now looking at a voter proposition to put the issue on the November ballot. Non-Indian groups have started their own drive to allow slot machines at bars.
