Is there a legitimate reason why Secretary of Interior Gale Norton submitted an "untruthful, inaccurate, and incomplete" trust fund report earlier this month to a federal judge?

If you believe The Cleveland Plain Dealer, maybe.

According to the Ohio paper, "more than a dozen" Interior employees have joined Vice President Dick Cheney at the secret mountain hideway he's been calling home since September 11's terrorist attacks. It's all part of making sure the federal government can continue working should disaster strike again.

So perhaps the reason Norton submited the controversial document was that she, or her top aides, were too busy hiding in a cave to read it.

On September 11, Norton was taken to a secure facility in Virginia, said a spokesperson.
