Campaign finance promised quick action

Senate Majority Leader Tom Daschle (D-S.D.) was scuttled on Thursday in his attempt to bring a campaign finance reform bill to the floor after it gained passage in the House.

Sen. Mitch McConnell (R-Ky.) delayed action and said he and others wanted to read the version of the bill passed by the House by a vote of 240 to 189. Republicans may try to filibuster debate or push it into a joint House-Senate conference committee, where it might never emerge.

The White House would not state its position on the latest actions. But before the debate began on Wednesday, Ari Fleischer had said President Bush believed the bill would improve the way campaigns are run.

That, according to reform supporters, sent a message to Republicans who may have been hedging to vote for the bill.
