Trust reform bill introduced

Three lawmakers introduced legislation last week that would further scuttle Secretary of Interior Gale Norton's proposal to create an Indian trust agency.

Under the bill, a new Deputy Assistant Secretary for Trust Management and Reform would be created. The post would be appointed by the president for a six-year term.

The deputy would create his own Office of Trust Reform Implementation and Oversight. But unlike Norton's plan, existing duties and structure of the Office of the Special Trustee and Bureau of Indian Affairs would not be changed, except each office would report to the deputy.

Senate Majority Leader Tom Daschle (D-S.D.) and Sens. John McCain (R-Ariz.) and Tim Johnson (D-S.D.) introduced the bill on Thursday. Its number is S.2212.
