EDITORIAL: Crow constitution

In its editorial "Crow should modernize constitution," published today, The Billings Gazette applauds the decision of the Crow tribe to change its constitution.

The paper says the tribe should stress openness in its operations and agrees with the new council on repudiating many of the resolutions made by former Chairwoman Clara Nomee.

But the paper says continuity of government is important and that the tribal council's decision to declare all contracts made by Nomee since March 1997 "voidable" is questionable.
