WEDNESDAY, APRIL 10, 2002

In an editorial today, The Norwich Bulletin says tribes in Connecticut have a right to set up their own court systems and resolve disputes which occur on the reservation.

" An American Indian tribe is a sovereign entity with authority to create and enforce laws," the paper says.

The paper makes it comments after the state Supreme Court upheld the Mohegan Tribe's authority to hear civil lawsuits. The paper also says state courts might learn a lesson from the tribe by showing restraint in monetary awards.
