A plan by the Federal Communications Commission to open up the airwaves to low-power FM radio stations is facing a challenge in Congress, where both the Senate is considering legislation to postpone the program.

The FCC plans to issue 1,000 licenses to stations throughout the country, including some Native American groups. But Senator Rod Grams (R-Minnesota) says the stations will interfere with existing FM stations, although the FCC says that won't happen.

The House already passed a bill to postpone licenses until more tests are done in April.
