Company wants reservation clarification

SBC Communications wants the Federal Communications Commission to clarify its definition of "near reservation," particularly in Oklahoma, where half or more citizens might be able to qualify for the Lifeline program offering phone service for as low as $1 a month.

Southwestern Bell, SBC's parent company, said the program should not apply to what it calls "former reservations" in Oklahoma.

The FCC has an October 1 deadline for hearing comments on the various definitions needed to establish the cheap phones program.
