Janklow battles over Black Hills rail

Although he publicly supports the project, South Dakota Gov. Bill Janklow is playing tough when it comes to a railroad expansion through the Black Hills.

The stance has Dakota, Minnesota and Eastern Railroad accusing him of harboring a personal grudge. But Janklow says he only wants to see the rights of citizens protected and contends the company didn't adequately respond to complaints raised about the $1.5 billion expansion.

DM&E doesn't buy it and is pushing a lawsuit to declare Janklow's veto powers under a state law invalid.
