Navajo chapters don't want tribe to own casinos

The Navajo Nation says it will own and operate any casinos rather than individual chapters.

Tribal officials say "Navajo Nation" means the tribal government, not the chapters. This view has Navajo Nation council delegates from chapters that want to open casinos upset.

The Navajo chapter of To'Hajiilee has been approved for gaming and wants to open a facility in 2006. At least two other chapters want to do the same.
