State-tribal off-reservation casino called illegal


A proposed state-tribal partnership for an off-reservation casino in the Twin Cities is unconstitutional, the Minnesota attorney general office's said on Wednesday.

In an opinion [PDF], the office said the casino, if approved, would likely end up in court. If further stated that sharing revenues with the Red Lake, Leech Lake and White Earth bands of Ojibwe violates the state constitution's lottery provisions.

The opinion came a day after a House committee approved the Twin Cities plan and another one for a racino in the Twin Cities area.
