Jamul Band draws protests for off-reservation work

The Jamul Band of Kumeyaay Indians is drawing controversy a week after breaking ground on its proposed casino.

The tribe began preliminary grading and paving on 4 acres off the reservation. The work led to a flurry of calls from local residents who oppose the casino, which would be located on the reservation.

Gov. Arnold Schwarzenegger (R) has warned the tribe not to start construction on the casino until a federal review is complete. But the work was done on non-reservation land in San Diego County, a tribal council member said.
