Amendments to IGRA seen as unlikely this year

Legislation to amend the Indian Gaming Regulatory Act isn't likely to pass this year, according to Copley News Service.

Sen. John McCain (R-Arizona) is sponsoring S.2078, a bill to overhaul IGRA by limiting off-reservation casinos and giving more authority to federal regulators. But a dozen senators have put holds on it, ensuring little chances of success.

Rep. Richard Pombo (R-California) is sponsoring H.R.4893, a bill focused on limiting off-reservation casinos. Passage is likely in the House, with the support of Speaker Dennis Hastert (R-Illinois), but the Senate is seen as a roadblock.

Tribes have overwhelmingly opposed both measures. They say it places too many restrictions on the $23 billion and growing Indian gaming industry.
