Congresswoman explains vote against RIGHT Act

Rep. Lynn Woolsey (D-California) opposes "reservation shopping" but voted against a bill to restrict off-reservation gaming because it wasn't open to full debate.

Woolsey has criticized the proposed expansion of casinos in the Bay Area. One tribe operates a Class II facility in an urban location and other tribes are seeking to open more.

H.R.4893 would have put a halt to those plans but Woolsey said the bill didn't go far enough. She wants an amendment to make gaming compact subject to a local vote.
