Ex-Quapaw casino manager to pay $10M fine


The former manager of the Quapaw Tribe's casino in Oklahoma has agreed to a $10 million fine and a lifetime ban of involvement in Indian gaming.

Marc Dunn and his companies ran the tribe's casino for four years without a federally-approved management contract. The National Indian Gaming Commission then started an investigation to determine how much money Dunn was making.

The tribe said it sent documents to the NIGC for review. But the agency was never able to complete its assessment and the tribe later agreed to a $50,000 fine after ending its relationship with Dunn.

“The NIGC hopes that this settlement agreement sends a strong message to individual contractors and management companies in the Indian gaming industry – If you manage an Indian casino without an approved management contract, you will face serious civil fines and other repercussions," NIGC Chairman Phil Hogen said in a statement.
