Tigua Tribe says sweepstakes is not gambling

The Tigua Tribe of Texas is offering patrons of its Speaking Rock Entertainment Center a chance to win a sweepstakes.

But the sweepstakes is not a form of gambling, manager Karl Maahs said. That would make it illegal under state law.

The tribe was forced to remove gaming machines from Speaking Rock after the courts ruled that the tribe agreed to abide by state gambling laws. The state has refused to negotiate a compact even though some forms of gaming are legal.

Attorney general Greg Abbott says the sweepstakes is illegal. He filed a motion to hold the tribe in contempt for violating a court order that bars gaming at Speaking Rock.
