Off-reservation casino developer expects a 'complicated process'

The backer of an off-reservation casino in New Mexico expects the process to take at least a year.

Gerald Peters is helping Jemez Pueblo with a proposed casino in the southern part of the state. The site is more than 300 miles from the reservation.

"There's many steps," Denise Greenlaw Ramonas, a spokesperson for Peters, told The Santa Fe New Mexican. "It's a complicated process."

The tribe is pursuing the casino under the two-part determination section of the Indian Gaming Regulatory Act. The process requires approval by the Bureau of Indian Affairs as well as concurrence by the state governor.

In the history of IGRA, only three tribes have opened casinos under the two-part determination process.
