Editorial: Tribes heading for showdown on off-reservation casino

"There is a reason why supporters of a new gambling casino, to be built upon newly created tribal "trust land," repeatedly cite the city of Glendale, or the state Legislature, as opponents of their venture.

It's because the other opponent of the new casino, the Gila River Indian Community, really does have a strong argument against adding yet another major gambling casino in the center of the metropolitan region.

Tribal law in the United States is a complex creature, but it is anchored in a simple principle: The law is a pact between Congress and the tribal nations within its borders. Individual states, by and large, are not invited to the party."
