Opinion: State should honor Seneca Nation gaming compact

"Did you hear the one about Cuomo and the casinos?

The governor has been traveling the state with a one-liner about racetrack gambling.

“We don’t have casinos, so instead we developed racinos. But what’s a racino?” asks Gov. Andrew M. Cuomo, pausing for effect and smiling. “It’s a casino with an R.”

Really, it gets laughs. A few, anyway.

But there’s a serious point behind his quip. The state has found an end run around our constitutional ban on casino gambling."
