Wisconsin governor explains off-reservation casino criteria

Wisconsin Gov. Scott Walker (R), who is the target of a recall bid, explained the criteria he will use to evaluate off-reservation gaming.

The Menominee Nation and the Ho-Chunk Nation are seeking off-reservation casinos. If they are approved by the Bureau of Indian Affairs, Walker will have veto authority.

"He has always been clear that his criteria for new casinos includes community approval, consensus among Wisconsin’s tribal governments and whether it would lead to a significant net expansion of gaming in Wisconsin,” a spokesperson for Walker told The Racine Journal Times.

The Indian Gaming Regulatory Act requires the BIA to consider the views of "other nearby tribes" when reviewing off-reservation casinos. It doesn't say whether a state governor must do the same.
