Seneca Nation asks for off-reservation casino in dispute talks

The Seneca Nation is asking the state of New York to approve another off-reservation casino, The Buffalo News reports.

The tribe operates off-reservation casinos in Buffalo and in Niagara Falls. The third would be located in in Rochester, the paper said.

The demand was made in arbitration talks between the tribe and the state, the paper reported. The tribe has withheld $572 million from the state in a dispute over the exclusivity provisions in the Class III gaming compact.

The tribe said it won't pay the full $572 million in order to penalize the state for allowing non-Indian gaming operations, according to the paper. Gov. Andrew Cuomo (D) has proposed an expansion of non-Indian gaming, including a casino near the tribe's Niagara Falls facility.
