The New York Legislature is set to approve legislation that would put a non-Indian gaming referendum on the November ballot. The proposal authorizes four casinos, including two in the Catskills region. It envisions three more casinos in several years. Gov. Andrew Cuomo (D) supports the expansion of non-Indian gaming. He initially threatened to place facilities in tribal territories until he reached deals with the Oneida Nation, the St. Regis Mohawk Tribe and the Seneca Nation.
