Turtle Mountain chairman addresses lawmakers


David Brien, the chairman of the Turtle Mountain Band of Chippewa Indians, delivered the annual State of the Tribal-State Relationship to the North Dakota Legislature on Friday.

Brien said poverty was a top issue facing tribes in the state. He cited low homeownership rates, limited health care and lack of infrastructure on reservations.

By increasing access to education, Brien said tribal members could help increase opportunities. He also said more state appropriations could help.

The tribal address has been given every year since 1985.
