Man uses permit from Passamaquoddy Tribe to fish in federal waters
Federal authorities are investigating a fishing captain's claim to harvest scallops under a permit issued by the Passamaquoddy Tribe of Maine.

The captain and the ship had been fishing in federal waters off the coast of Massachusetts. The captain acknowledged he didn't have a federal permit.

The vessel was issued two citations. The U.S. Coast Guard and the National Marine Fisheries Service continue to investigate.
