Judge temporarily blocks opening of horse slaughter plants

A federal judge temporarily blocked two horse slaughtering plants from opening in response to a lawsuit that has drawn tribal interest.

The Department of Agriculture issued permits to one facility in New Mexico and another in Iowa. Judge M. Christine Armijo, however, indicated that a full environmental review wasn't conducted.

Tribes across the nation have supported the USDA in issuing the permits. But some tribal members are opposed to the idea.

Further hearings are expected.
