Elmer Blackbird: US fails to pay its debts to the first Americans

A letter from Elmer Blackbird, who wonders why the first Americans are still ignored by the federal government:
The United States pays countries a lot of money, but they can not pay the people that they owe money to that live here in the United States Black Hills. The United States owes the Sioux Nation $50 million plus interest. This has not been paid. The Cobell settlement was approved a year ago. Tribal leaders and members are waiting for their money. Another debt not paid.

The American Indian gets the shaft. Foreign people get money quicker than we as Native Americans do. Why?
